The Chips Joint Undertaking (Chips JU) is a tripartite European Union Joint Undertaking composed of the following members:
- The European Union, represented by the European Commission
- The following Participating States: Austria, Belgium, Bulgaria, Croatia, Cyprus, Czechia, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Israel, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, Switzerland, Turkey, and United Kingdom;
- The Private Members, represented by three industry associations: AENEAS, EPoSS, and INSIDE Industry Association.
The members of the Chips JU take decisions through the following governing bodies:
The Governing Board (GB) is the main decision-making body of the Chips JU, responsible for the overall strategic direction of the JU and ensuring alignment with the relevant objectives and policies of the European Union. The GB oversees the operations and implementation of activities within the JU and decides on the JU’s work programme. Reflecting the tripartite nature of the JU, the GB is composed of representatives from the European Commission, Participating States, and Private Members. The GB holds ordinary meetings at least twice a year in Brussels, and the position of Chairperson rotates annually among the European Commission, Participating States, and the Private Members.
The position of GB Chair is currently held by Dr Stefan Finkbeiner.
Governing Board
Public Authorities Board
The Public Authorities Board (PAB), composed of representatives from the European Commission and the Participating States, plays a key role in the governance of the Chips JU. The PAB provides input on the draft work programme, approves the launch of calls for proposals, and selects the proposals that will receive funding. The PAB holds ordinary meetings at least twice a year in Brussels and elects its chairperson from among its members for a term of at least two years.
The position of PAB Chair is currently held by Mr Francis Deprez.
The Private Members Board (PMB), is responsible for drafting, regularly updating, and submitting the ECS Strategic Research and Innovation Agenda. The PMB meets at least twice a year and elects its chairperson from among its members. The board is composed of AENEAS, EPoSS, and INSIDE Industry Association representatives.
The position of PMB Chair is currently held by Mr Jean-Luc di Paola-Galloni.
Private Members Board
Executive Director
The Executive Director (ED) serves as the chief executive responsible for managing the daily operations of the Chips JU and the JU office in alignment with the decisions of the Governing Board (GB). The ED is tasked with providing the GB with all necessary information for it to effectively perform its functions, ensuring the implementation of the budget, and coordinating the various bodies and services within the JU. Additionally, the ED acts as the legal representative of the JU and is accountable to the GB. As of October 2023, Prof. Jari Kinaret holds the position of Executive Director of the Chips JU.
