Chips JU community invited to provide feedback on the Joint Undertakings

The European Commission has launched a call for evidence on the legal framework that will govern the next generation of EU Joint Undertakings, including any successor to the Chips JU. Stakeholders have until 14 July 2026 to submit input.

 

The Single Basic Act is the regulation that places most EU Joint Undertakings on a common legal basis. The current Act was adopted in 2021 and later amended in 2023. The Commission is now preparing its successor, designed to govern the next generation of Joint Undertakings under the proposed Horizon Europe framework programme for 2028-2034. The legislative proposal is expected in Q4 2026.

 

The new Single Basic Act is designed to introduce more harmonised rules across the Joint Undertakings under the next Horizon Europe framework programme, and to align them more closely with the proposed European Competitiveness Fund (ECF) so that public and private investment can support the full innovation journey, from research to commercialisation.

 

The Commission has identified key areas to address in the next framework: stronger alignment of partnerships with the EU's evolving strategic priorities; better support for the uptake and deployment of new technologies, including higher-TRL activities; more substantial private co-funding; higher cross-fertilisation between partnerships and the wider R&I ecosystem; and easier access to Joint Undertakings.

 

The Chips JU is a tripartite partnership bringing together European Commission, Participating States and industry, pooling resources from all three to deliver outcomes that none could reach on its own. Its activities span both the research and innovation work programme on electronic components and systems and the capacity-building initiatives delivered through the Chips for Europe Initiative under the EU Chips Act. The call for evidence is an opportunity for the Chips JU community to bring their experience into the development of the framework that will shape future partnerships.

 

This call for evidence is the first stage of a wider consultation process. It will be followed by a 12-week public consultation on the Have Your Say portal. Project consortia, public authorities, industry, research, academia, and the wider Chips JU community is encouraged to contribute.
